Software as a Service (SaaS) is where you offer a software at a subscription, and accessible over the internet. These are sites like Google Docs, Dropbox, Salesforce, and Freshbooks. By offering a service and requiring a subscription in order to get the service, it opens you to many opportunities to earn a profit. However, coming up with one on your own can definitely take a substantial amount of time and work.
If you have friends or contacts who are developers then that's great. Ask them to get one done for you. They cost a lot, though. Don't be the guy who asks a friend to do his job for you for free or at a discount just because you know each other. You could also find a freelancer to help you get it done. It's easier to find the freelancer you want now because of numerous online job marketplaces and their portfolios in their profiles. Those are some of your options. They still cost you money but at least you're not trying to figure out how to do it yourself.
But you could also just cut down on development time by getting an existing one in an online marketplace. There are many out there that let you sign up for free. This takes away the burden of needing to find somebody you could hire, allocating some of the budgets to pay that person, and working with them to make sure it's exactly what you want. You could just use that budget to buy a site; one that's finished, functional, and fruitful.
